Can a DDS or DMD order in the same way a MD, DO, PA, or NP orders?

Interpretation and diagnosis will done by a MD, D.ABSM.

Typically is a state driven mandate. The issue lies on the reality that OSA is a MEDICAL disorder and not a dental disorder. Medical tests are prescribed by physicians. That is the crux of the argument. Some states that provide dental licensing limit the scope of practice of dentists to dental disorders only, while others have more loose laws.

Anyone know how it works in Texas?

I have found that many times it will result in a denial from the insurance.

check with your TX state guidelines.

workaround is that your interpreting MD can be the actual Ordering Provider, with appropriate notation

Is it possible for the MD to write the notes without performing a face to face visit?

Well almost anything could be possible, but not having a face-to-face and yet providing notes would on the low side, be unethical, and on the upper side, could be illegal.
